Why have previous attempts to reform the security state failed? The macro explanation is the IC constructed itself to resist and avoid executive control and congressional oversight.

No one has been willing to cut deep enough to get past defenses.
Trump will change this.
Key point here is that the IC was allowed to build these structures extralegally and on its own. How did this happen? Political level was asleep or captured by the agencies they were supposed to oversee.

Now the IC is a runaway train, that needs to be brought under control.
[Ezra Cohen, also known as Ezra Cohen-Watnick, is an American intelligence official who served as the acting under secretary of defense for intelligence during the first Trump Administration. He previously served as the acting assistant secretary of defense for special operations and low-intensity conflict, national security adviser to the United States attorney general and as a former senior director for intelligence programs for the United States National Security Council (NSC). wikipedia]Few understand the magnitude of the permanent security state’s lobbying operation. Each IC agency and DoD have armies of employees whose only job is to “liaise” with Congress. In practice, these lobbyists blunt cong oversight and build structures to diminish Presidential control.
