Independent reports from EL PAÍS, Intelligence Online, and Mexican authorities document cartel members from Sinaloa and Jalisco groups traveling to Ukraine's International Legion for FPV and fiber-optic drone training, with similar tech seized in Mexico.

The statement amplifies existing concerns over cartel adoption of Ukrainian drone tactics while adding specific unverified allegations of official corruption in Kyiv and risks to US law enforcement.
