Saab was granted clemency by President Biden in December 2023. This Office built a new case against him, returned a new indictment in January 2026, and now he has pled guilty and admitted to participating in a scheme that exploited Venezuela’s CLAP food program intended to provide critical food to vulnerable Venezuelans by using fraudulent contracts and shell companies to divert funds and pay bribes to Venezuelan officials.
