The thing is both of these possibilities could be true
The US Government had entire departments that fed the public fake UFO and alien misinformation. It’s gone on for decades
The second option could also be true. US government does disclosure in steps to get the public used to ideas before revealing the full truth
The 4 different alien types they disclosed have all been part of leaks. So it’s very possible they could be confirming the leaks were true
