After losing his job in food processing, he randomly selected a building, bought beer, borrowed matches from a nearby gas station, and set a fire in the first-floor hallway. Prosecutors said he then stood outside, drinking his beer as he watched innocent victims perish one by one.

The fire killed four innocent people, including 3-year-old Sihan Yang and 50-year-old Chengri Cui, as well as two other building occupants, aged 61 and 63, who have not been identified. More than 12 people were injured, including six firefighters.
