And it's not just within the Autism Services program. The report shows that DHS wouldn't have investigated kickbacks across any of its programs.
"That's correct. The laws we are referring to, they apply to all Medicaid providers that are authorized by DHS," Theisen said.
"It's actually a very narrow situation when there is only a kickback and no other evidence of fraud," DHS Commissioner Shireen Ghandi said in a press conference, referring to DHS's past interpretation of what type of allegation they cannot investigate.
