… Department took an important step toward alleviating the harm done by this misguided law by notifying Gov. Gavin Newsom that a federal investigation has begun to determine whether the state—under the guise of “progress” and “equity”—violated the constitutional rights of female inmates and federal law.

Those rights include freedom of speech, freedom to exercise one’s religion, protection against cruel and unusual punishment, and equal protection of the law. These inmates were denied those rights.

California doesn’t get to choose which groups of people deserve preferential treatment at the expense of their fellow citizens.
