Because members of the NIC worked inside the institutional cover of the CIA they could manufacture intelligence, purposefully shape it and essentially lie.
The resulting intelligence report would be a lie, albeit with some clouding and obfuscation.
The NIC analyst then leaks the fraud to the media.
The media then weaponize the fraud to create a political narrative, "according to an administration official with direct knowledge of the matter." Etcetera.
The administration cannot directly refute the fraud, because (a) it is an intel product, and (b) because the fraudulent intel is constructed inside the CIA. A silo that has legislative and legal protection from exposure.
So, the resulting fraud, promoted by a compliant media, spreads like wildfire in circular reporting.
