How Do They Have This Access

According to Cam Higby's reporting on these "Signal ICE monitoring groups" in Minneapolis these people have access to the national license plate data base in real time.

Seems like that may be something the DOJ should be looking into. How do they have this access? Are there law enforcement officers in there helping them? If so, who and with what agency? Did someone hack their supposed secure system? Do they have someone working at the local airport giving them the rental data (very likely based on the demographics of who works there...)? Something else?
