… to apprehend subjects on suspicion laws may be violated.

For example: the policy gives federal law enforcement officers greater jurisdiction to make arrests that would otherwise be handled locally, as long as the suspect is concealing their identity.

This is a game changer for federal officers at the Portland ICE facility, as it would allow them to make arrests for protesters blocking the streets, vandalizing property, making barricades on city property that impacts the facility, etc.
