Two of the people who were detained are suspected associates of a Venezuelan gang, the foreign terrorist organization Tren de Aragua.
Those who were arrested appeared to be migrants working for a cleaning company, Kauai County Councilmember Fern Holland said.
"We live in a very quiet area in Upper Kapahi," Holland said. "It's pretty quiet. It's rural area, and so I could hear steps in the street. So I walked outside, and I realized immediately that there was like an entire army of people. There was probably 20 or 30 agents walking up the street."
"Everybody kind of pulled into the property and started megaphoning the address and then saying, like, 'federal warrant' or 'executing federal warrant' or something like that, 'come out with your hands up.' That was repeated many, many times and then repeated in Spanish," Holland added.
Holland said it was an intense morning that started at 4 a.m. and lasted until noon. She noted that it was traumatic for all involved, including kids.
The federal organizations involved in these arrests included Homeland Security Investigations (HSI), Federal Bureau of Investigation (FBI), Coast Guard Investigative Service (CGIS), Drug Enforcement Administration (DEA), U.S. Marshals Service, National Oceanic and Atmospheric Administration Office of Law Enforcement (NOAA-OLE), ICE-Enforcement and Removal Operations, Internal Revenue Service-Criminal Investigative Division (IRS-CI) and other federal partners.
